Technology foresight in China: scientific studies, government action, and political applications

Abstract

Technology foresight has attracted the attention of many policymakers, scientists and researchers in the Chinese academic community. In order to analyse the global characteristics of technology foresight, this article systematically summarizes and discusses academic studies, government actions, and policy applications regarding technology foresight in China, through bibliographic methods, expert interviews, and library studies. Evidence from theoretical study and practical activities shows that technology foresight and insight has developed rapidly in China. This development process can be divided into three periods: exploration, rapid development, growth and maturity. Technology foresight activities in China enable stakeholders and stakeholders to come to terms with each other, and this leads to a culture of technology foresight. In addition, many development and planning issues associated with science, technology, and innovation can be addressed when comprehensive approaches to technology forecasting activities are adopted, including extensive Delphi surveying, scenario analysis, technology mapping, and bibliography. Recently, technology foresight is not only an essential tool, but has also been widely used in China to develop planning and policies related to scientific, technological and innovative activities. Alternatively, the methodology of Chinese technology foresight and its application to science and technology planning needs to be further studied.
