Abstract

Some village government assets still need to contribute to community services or support the government's operations. Regulations provide space for village governments to establish cooperative partnerships, but this step has yet to be widely realised. Utilisation cooperation is an alternative to optimising the function of assets that have been underperforming. This research aims to develop a framework for asset utilisation cooperation by taking into account social, environmental and economic aspects to ensure sustainability. This research uses an exploratory qualitative methodology with a case study approach to one of the village governments in Indonesia. Data were collected through field observations, in-depth interviews, and documentation, and the whole process involved the researcher directly at the research location. This research produced a framework for asset utilisation cooperation that is oriented towards improving economic performance while maintaining social justice and environmental conservation around the village area. Academically, in the Indonesian context, this issue has yet to attract much attention. Hence, it needs to be deepened through research in order to provide academic and practical implications for asset governance in the village government sector.
